Many small businesses are looking for SEO results first without having a plan. It's impossible to have effective SEO without first doing your homework.

It's critical to do keyword and competitive analysis research and have a plan of attack.

Plus, you're right... lots of opportunity in Google Local Maps.

You're totally right that it can be a big mistake to create your website first, with no thought of SEO. I have two clients who, though small businesses, spent a lot of money to have all-flash web sites designed for them. They're like billboards in the woods - beautiful web sites once you're there, but no one can find them. They actually had to redesign their sites to be non-flash sites before they had any hope of getting good visibility in any of the search engines.
