Search Engine Optimisation (SEO) Selecting an agency?

As the world of search marketing continues to boom, more and more companies are outsourcing there Search Engine Optimisation (SEO), the reason for this is because SEO is more complex than ever before, and is about the “full package”, I talk on a regulare basis to people who tell me they are using agencies that specialise in SEO and ask how they approach Search Engine Optimisation, and the response I get is, they are amending meta tags, or tweaking the site! I mean come on what is “tweaking”.
